Bulletin N°60 2025 After the humiliation suffered by Netanyahu at the UN, the US president, in order to get the Zionist colonial entity, which is one of his main allies, out of its situation condemned by more and more people in the world, has pulled a joker out of his sleeve, a plan for a so-called "eternal peace" in the Near and Middle East.
This 20-point plan is an outrage, a colonial attempt by Western imperialists to reassert control over the Gaza Strip. It is not a peace plan but a demand for capitulation. It is the subjugation of Gaza by this group of criminals in order to continue and intensify the colonization of Palestine, to perpetuate the division of the Arab world and the subjugation of its leaders, and to develop their lucrative business by exploiting the natural gas off the coast of the enclave. It is a path toward the definitive burial of the Palestinian national cause and the genocide of its people.
Without going into too much detail and setting aside what amounts to proclamation, here is what Trump's game contains.
Trump's plan
What is included in the plan
Unsurprisingly, it contains all the ingredients of a plan to support the Zionist colonial state and secure the unconditional surrender of the Palestinians. It features the imperialist narrative that inverts reality, portraying the Palestinians as aggressors and the Zionists as victims: "  Gaza will be a terrorism-free zone and will no longer pose a threat to its neighbors.  " It also includes the mendacious propaganda of the Zionist colonial entity, presented as official truth, when the only threat to its neighbors comes from it, and the only acts that should be classified as terrorism are perpetrated by the occupying army and the Zionist entity.
Trump therefore demands that the Resistance organizations abandon all political and military roles, emphasizing their culpability by speaking of "  rehabilitation and reintegration of veterans through an international ransom and demilitarization program.  " The plan orders the Resistance to release the "hostages" within 72 hours—the only timeframe specified—and calls for the destruction of all military infrastructure. It concludes with two points addressing the future: point 19: "  development of Gaza and reforms of the Palestinian Authority to create a credible path to self-determination and a Palestinian state, recognized as the legitimate aspiration of the Palestinian people  "; and point 20: "  establishment of a political dialogue between Israel and the (still living) Palestinians to define a horizon of peaceful and prosperous coexistence  ." These final points should be interpreted as follows: total submission of the Palestinian Authority to the rules of "bourgeois democracy," to the demands of Western imperialism, abandonment of any anti-colonial vision on its part, and implementation of the "Abraham Accords" with definitive recognition of the Zionist colonial state, whose existence is the reason for all the massacres suffered by the Palestinian people. Of course, the plan includes an economic component with the prospect of creating a free trade zone (read: a zone of overexploitation) and lucrative profits for US multinationals.
These are the conditions set by US imperialism and its Zionist lackey for immediate and massive international aid in Gaza and the entry of aid via the UN, Red Crescent and others and the opening of the Rafah crossing on the one hand, for the "release of 250 life prisoners and 1,700 detainees from Gaza, including women and children, in exchange for Israeli hostages," and for the gradual withdrawal of the occupying army.
Several observations can already be made: the opening of the Rafah crossing would take place "under international supervision," meaning under the control of Western imperialists; the release of the Palestinian hostages is not dated; the same is true for the withdrawal of the genocidal occupying forces, regarding which it is stipulated that "a security perimeter will be maintained until Gaza is stable." "Stable" can be translated as "completely subjugated." Finally, it should be noted that no one seems to object to the fact that the US imperialists and the Zionists bluntly admit that the colonial state is holding and massacring children!
Finally, the management of the enclave would be entrusted to a "Peace Council", co-led by Trump and experts including the returning Tony Blair, and "security" to an "International Stabilization Force" (ISF) tasked with training the Palestinian police, securing the borders with Israel and Egypt, and overseeing demilitarization.
Trump's plan bears a striking resemblance to the conditions set by Macron and his associates for their sham recognition of the State of Palestine. The only difference is that the Franco-Saudi plan entrusted the leadership of the enclave to Arab leaders subservient to Western imperialism (Egypt, Saudi Arabia, etc.), whereas Trump entrusts it to imperialist leaders, deigning to allow a military presence to countries in the region; one can't rely on others to do it right. Finally, the choice of Blair is yet another scandal and humiliation for the Palestinians and the Arab world: a Briton to evoke the good old days of the League of Nations mandate and, what's more, one of the leaders who contributed to the dismantling of Iraq and the mass crimes committed during that conflict. Nothing could be more cynical to confirm that the plan aims to accelerate colonization and not emancipate the Palestinians.
What is not there
Although the prospect of a Palestinian state is indeed included in point 19, it is accompanied by so many conditions that it is difficult to see, if the plan were implemented, how it could come about, other than in the form of the bantustan proposed by Macron and which we have been denouncing since his announcement of the conditions for "recognition".
Even the highly submissive Palestinian Authority, which is going to great lengths to humiliate itself and obtain a mere token seat or a standing place, is not included in the plan. Nor is there any mention of elections, which is nevertheless the official mantra of the Western "bourgeois democracies" that call themselves "the international community."
Obviously, there is no mention of colonization as the source of the problem, no reference to the Nakba or the genocide, and no demands for reparations from the Zionists. As for the right of return for refugees, mentioned in UN resolutions, it is, of course, absent.
Ultimately, this is also a vast exoneration of the Zionists, erasing all their crimes—past, present, and future. Trump wants to save face for the genocidal Zionist colonial state by conceding nothing. And all the agencies serving Western imperialism are following suit, official vehicles of the dominant ideology putting pressure on the Palestinian Resistance, which is being forced to accept this unconditional surrender to the UEFA Executive Committee, which is effectively freezing the issue of excluding Zionists from all its competitions because of Trump's plan!
Enthusiasm of Western imperialist leaders
In the European Union
The reaction from the allies of US imperialism was swift.
The President of the European Commission, Ursula von der Leyen, "  welcomes President Donald Trump's commitment to ending the war in Gaza and encourages all parties to seize this opportunity. The EU is ready to contribute  ." António Costa, President of the European Council, for his part, invites all parties to "  seize this moment to give peace a real chance  ," recalling that "  the situation in Gaza is intolerable  "—intolerable for whom? For those who massacre or those who are massacred? All this, of course, without denouncing those responsible for this situation, or even mentioning them.
The announcement even garnered support from Spanish Prime Minister Pedro Sánchez, whom the French left has presented as an idol and champion of Palestinian rights. "  Spain welcomes the peace proposal for Gaza put forward by the United States. So much suffering must end. It is time for the violence to cease, for all hostages to be immediately released, and for the civilian population to have access to humanitarian aid  ," declared the head of the Spanish government. It seems the French "left" hadn't noticed that Sánchez had already endorsed Macron's conditions for "recognition."
Finally, Italian Prime Minister Giorgia Meloni, who is abandoning the Sumud flotilla and urging it to withdraw due to Trump's plan, is putting pressure on the Palestinian Resistance: "  Hamas, in particular, which started this war with the barbaric terrorist attack of October 7, 2023, now has the opportunity to end it  ." Clearly, Meloni has never heard of the Nakba, and the word "colonization" is not in her vocabulary. It should be noted that the Spanish government has also just announced its withdrawal from the flotilla.
Finally, "last but not least", let's look at the reactions of the leaders of our capitalist state of France.
On Monday, September 29, Macron praised Donald Trump's commitment "to end the war in Gaza and secure the release of all hostages ." And for those who might still harbor illusions about his supposed recognition, like Meloni, he attacked the Resistance: "Hamas has no other choice but to immediately release all hostages and follow this plan ," thus demonstrating that his sole concern is the fate of the prisoners of war of the occupying colonial army and support for the Zionist entity.
As for the outgoing Foreign Minister, Barrot, he expressed satisfaction with a peace plan "  explicitly inspired by the ideas that France and its partners put forward last Monday at the UN  ," further revealing the French government's intentions regarding its "recognition." On this point, the similarity to the Franco-Saudi plan is undeniable.
Netanyahu is very satisfied
After the press conference during which Trump unveiled his plan for the Palestinians' surrender, Netanyahu revealed to the Zionist public that he had no intention of withdrawing Israeli troops from Gaza: "  This is a historic visit. Instead of Hamas isolating us, we have reversed the trend and isolated Hamas. Today, the entire world, including the Arab and Muslim world, is pressuring Hamas to accept the conditions we set with President Trump: the release of all our hostages, living and dead, while the IDF remains in most of the Gaza Strip. Who would have thought it? After all, we keep hearing that the IDF must withdraw… That's out of the question, it won't happen.  "
He continued by referring to the compradors of Ramallah: “The Palestinian Authority has no role to play in Gaza without radical change.  ” He then outlined his conditions: “  ending incitement to hatred in the media  ” and “  ending the legal battle against Israel before the ICC and the ICJ  .” Therefore, for the Palestinian Authority to be *allowed* to govern in Gaza, Palestinian media must cease criticizing the occupation, and the proceedings before the International Criminal Court and the International Court of Justice must be dropped.
Finally, Netanyahu stated that the prospect of a Palestinian state was not included in the plan's text, which is false, at least in letter, if not in spirit. But, as usual, our media remain silent on the lies of Zionist propaganda.
From the perspective of the Arab-Muslim states
Reactions from certain countries of the Organisation of Islamic Cooperation
In a joint statement issued by the Organization of Arab and Islamic Cooperation, the foreign ministers of Saudi Arabia, the Hashemite Kingdom of Jordan, the United Arab Emirates, the Republic of Indonesia, the Islamic Republic of Pakistan, the Republic of Turkey, the State of Qatar, and the Arab Republic of Egypt welcomed the sincere efforts to end the “war in Gaza” and expressed their confidence in its ability to find a path to peace. They emphasized the importance of the partnership with the United States to ensure peace in the region. In this context, the ministers welcomed President Trump’s announcement of his proposal to: “  end the war; rebuild Gaza; prevent the displacement of the Palestinian people; promote comprehensive peace; and prohibit the annexation of the West Bank.  ” They deserve a great deal of “credit” (in the eyes of Western imperialists) for saying this, since nothing they say is included in or guaranteed by Trump’s plan, except for the reconstruction. But these Muslims are not asking themselves how the Gaza mosque, one of the oldest in the world, will be rebuilt. 
The leaders of these countries reaffirmed their shared commitment to working with the United States toward a comprehensive agreement guaranteeing: “the unlimited provision of sufficient humanitarian aid to Gaza, without the displacement of Palestinians; the release of hostages; a security mechanism ensuring the protection of all parties; a complete Israeli withdrawal; the reconstruction of Gaza; and the creation of a path to a just peace based on the two-state solution, in which Gaza would be fully integrated with the West Bank within a Palestinian state in accordance with international law.” This is purely wishful thinking or perhaps a somewhat hasty interpretation of the plan, who knows? Between obligatory support for the Palestinian state through the impossible “two-state solution,” which they consider “key to achieving regional stability and security,” and submission to US imperialism, these eight states have made their choice!
Position of the compradors
Finally, we must mention the reaction of the corrupt cronies in Ramallah. The Palestinian Authority's "president," Abbas, issued a statement saying: "  The State of Palestine welcomes President Trump's sincere and determined efforts and affirms its confidence in his ability to find a path to peace. Palestine reaffirms its joint commitment to working with the United States, states in the region, and partners to end the war against Gaza through a comprehensive agreement that ensures the sufficient delivery of humanitarian aid to Gaza, the release of hostages and prisoners, the establishment of mechanisms to protect the Palestinian people, guarantee respect for the ceasefire and the security of both parties, prevent the annexation of land, halt the displacement of Palestinians, end unilateral actions that violate international law, release withheld Palestinian tax revenues, and lead to a complete Israeli withdrawal.  " Note that Mahmoud Abbas speaks of a "war against Gaza" and not genocide, and that he adopts the official terminology of the imperialists and Zionists, distinguishing between "hostages" for the settlers and "prisoners" for the colonized. While his only interest is retaining a shred of power (see tax revenues), he launches into grand, obligatory pronouncements, completely detached from reality: " This would also guarantee the unification of Palestinian lands and institutions in the Gaza Strip and the West Bank, including East Jerusalem, would end the occupation and pave the way for a just peace based on the two-state solution, with the independent and sovereign State of Palestine living side by side with the State of Israel in security, peace, and good neighborliness, in accordance with international law. " Where did this collaborator in Ramallah see this, even in perspective, in Trump's capitulation plan?
But the worst part, the humiliation and submission, all for a few crumbs, is yet to come. Besides the empty rhetoric about a modern, democratic, and non-militarized Palestinian state, he added: “ This also includes a commitment to implement within two years the curriculum development program that meets UNESCO standards, the abolition of laws and regulations under which payments are made to the families of prisoners and martyrs, and the creation of a unified social protection system subject to international audit. ” Not content with conveniently ignoring the fact that he was completely excluded from the plan's preparation, the comprador of Ramallah is stooping so low before his Western imperialist masters that no one can pretend not to notice.
No to the surrender plan
The masks fall
Trump has managed to turn the leaders of countries that are, in reality, completely subservient to him, from Spain to Egypt, including Turkey. But this allows us to tear down the curtain of lies and confirms everything we were saying about the French plan to "recognize" a bantustan, which is the very essence of Trump's plan.
The goal is to rally behind the banner of its plan to liquidate Palestine not only the most ardent defenders of the Zionists, but also some of those who identify with Palestine, particularly the proponents of the "two-state solution." There is little chance that US propaganda will have any effect on the workers and peoples who express their solidarity, because the genocide continues and no sanctions are being considered against the Zionist colonial state. But in France, where the solidarity movement is less powerful than among our British, Spanish, Belgian, Italian, Dutch or even German neighbors, the attitude of the political "left" and the CGT will be scrutinized; it is highly likely that their idea of ​​"peace between Israelis and Palestinians", of respect for UN resolutions (which prevents the liberation of Palestine and objectively the right of return of the descendants of the refugees of 1948), their chimera of two states living side by side will not allow them to reject Trump's plan, or only in words, or at the margin. In the words of Mathilde Panot of La France Insoumise (LFI), who condemned Tony Blair's presence: "The era of settlements is over, the future of Palestine belongs only to the Palestinians, and to them alone," without analyzing or detailing the plan in all its aspects, Blair is not the only one, by focusing on the Sumud flotilla, to avoid having to speak at length about the absolute catastrophe that this plan represents. On the sidelines, "L'Humatinale," the daily online brief from L'Humanité, which on October 1st referred to "Trump's gamble" and concentrated its criticism on the exclusion of the comprador class from the plan's implementation: "  Not only were their representatives—the Palestinian Authority—kept out of the preliminary discussions, but they will also be excluded afterward, replaced by technocrats overseen by a committee chaired by Trump himself in a decidedly neo-colonial approach."  But it doesn't have a word to denounce the disarmament of the Resistance, nor to expose the sham of Macron's position on September 22nd, which the newspaper amply supported. It even goes so far as to defend the plan against Netanyahu's interpretation of it: "  This doesn't prevent Benjamin Netanyahu from lying once again to the world: 'Absolutely not, it's not even in the agreement,' he replied regarding the Palestinian state, the prospect of which is indeed written in black and white.  " As if the written word prevented the imperialists from not pursuing the possibility they themselves vaguely suggested!
But the icing on the cake comes from the French Communist Party's (PCF) press release. It begins with a plethora of illusions about Trump's motives and goals: "  No longer able to support his ally Benjamin Netanyahu in his efforts to annihilate the Palestinian people and their national rights, Donald Trump has just released a 20-point plan for Gaza. However, this is, first and foremost, an attempt by the United States to regain control of the conflict following recent international initiatives, including the recent Franco-Saudi conference at the UN, which resulted in the recognition of the State of Palestine by ten new states. There is no doubt that its sole objective is to allow the US administration to extricate itself from the conflict while maintaining control over the region.  " He dares to claim that Trump is making concessions: “  To achieve this objective, Trump is forced to soften his traditional position: for the first time, he finds himself compelled to recognize the need for a ceasefire, to propose the reciprocal release of hostages held by Hamas and Palestinian prisoners, to acknowledge the need for humanitarian aid to the Gazan population, and even to mention an Israeli withdrawal from Gaza. He even pretended to urge the Israeli far right to abandon the announcement of the annexation of the West Bank. These elements reflect the pressure of public opinion and the growing isolation of the Netanyahu government. We can only welcome them ,” when in fact the opposite is true. Trump is bringing the Zionists back into the game. Finally, the statement continues to defend Macron and his "recognition," claiming that Trump's position is genuinely different: "  The shortcomings of this plan, which falls far short of recent Franco-Saudi proposals, are indeed numerous  ," and prepares to blame the Resistance for its failure: "  Especially if, ultimately, this allows Netanyahu to capitalize on Hamas's refusal to continue the genocide with US approval! This is what one can fear when reading certain formulations of the Trump plan ." And, of course, nothing against the disarmament of the Resistance, nor against the shameless concessions accepted by the Ramallah clique.
For the rest, total silence prevails regarding the capitulation plan. Thus, in a press release dated September 30, calling for one of the perennial demonstrations "for a just and lasting peace between Palestinians and Israelis" on October 4, the CGT's confederal leadership does not say a word about Trump's plan but continues to praise Macron's "recognition" of a bantustan, merely finding it belated, even though it is the basis of the plan.
The "left" in France is therefore largely silent, or at best, offers only minimal criticism. This confirms that the divide regarding support for Palestine is not between those who support or oppose the "recognition" of a rump state, but between those who defend or oppose the Palestinian Resistance. Objectively, through its past and present positions (two-state solution, condemnation of the military operation of October 7, 2023, support for PA collaborators), the "left" in France is objectively on the same side of the pendulum as Trump.
We denounce the capitulation plan
The Palestinians have nothing to expect, nothing to gain from Trump's plan. There is nothing to negotiate with the imperialists.
The Revolutionary Communist Party strongly condemns this latest rescue operation for the Zionist entity and this deliberate intensification of the colonial imperialist order. The Resistance is not fooled. Islamic Jihad and the PFLP have both denounced this plan, which constitutes an unprecedented attack on Palestinian rights. Hamas, especially its leadership in Doha, is under pressure from reactionary Arab states to accept the plan. However, Ismail Al-Thawabta, director of the Palestinian Resistance movement's press office, stated that this plan aims to "impose a new tutelage that legitimizes the Israeli occupation and deprives the Palestinian people of their national, political, and human rights  ," adding that "  any proposal that ignores these rights  " is "  categorically rejected  ."
The national liberation of Palestine must remain the overriding objective of those who defend the Palestinians. It is irrelevant to the interventions of Western imperialists, of which the Zionist entity is an organic extension.
Destroying the very idea of ​​Palestine is essential for Western imperialists and their reactionary Arab lackeys because, as Georges Abdallah says, "  The value of the Palestinian revolution lies in its role as a lever for the Arab revolution.  " But also because it is at the heart of the struggle of peoples against the imperialist system.
In conclusion
The curtain of the pseudo two-state solution has now been torn down. The Trump plan, an immediate consequence of the "recognitions" by certain Western states, represents the convergence of the two different imperialist tactics we discussed last week: the continuation of genocide or the creation of a bantustan. The goal of all the Western imperialist powers is clearly the same, despite their past displays of disagreement. No one can now claim ignorance of what lies behind it: the disarmament of the Resistance, the crumbs left for the Compradors, the control of Palestinian thought, and a bantustan subjugated to the Zionist colonial state.
To aid in the national liberation of Palestine, a clear, anti-colonialist, anti-Zionist discourse is needed more than ever, denouncing the actors and accomplices of the replacement colonization implemented in Palestine . It is impossible to support the struggle for a free Palestine without supporting the armed resistance in all its forms and actions; without demanding the end of the apartheid colonial state, because its existence prevents genuine peace. In this sense, Trump's capitulation plan must be rejected outright; those who do not are complicit .
Now more than ever, we need to build a gathering place for all those who support the national liberation of Palestine and its armed resistance, to contribute our militant efforts, in France against our capitalists and their cronies, to "a free Palestine from the river to the sea." To this end, the "United Campaign for the Liberation of Georges Ibrahim Abdallah," strengthened by a major victory on a just anti-colonialist and anti-imperialist line, can be the crucible for this gathering place.
